Overview
The Android System WebView app is a system component that allows your device to display web content properly. This system component is powered by Chrome and is usually pre-installed on phones that have Android Lollipop or higher. Should I install it?
The best answer is yes. If you have a device running Lollipop or higher, it is not currently installed on it. It needs to be installed in order to use the features of the device.
Can I delete it?
If you have an Android phone that runs Android Nougat or earlier, you may see an option to uninstall or disable the app. You can do it if you want, but many apps use the System WebView app to open embedded links. Your phone thus may become unstable if you delete the System WebView app.
How to Install Android System WebView
If you have an older Android device with Marshmallow 6.0 or below, it might be a good idea to have this app. Older devices with 6.0 or lower will not automatically have Android System WebView, but it is easy to install. If you are using an older Android device that does not have Marshmallow 6.0 or below, then you should probably not install this app because it is not recommended and there are known vulnerabilities in the app that could potentially be exploited.
If you are a newer phone, you do not need to install this separate app. The Android System WebView app works through Chrome, so if you have Chrome, this app will already work for you on your device.

To install the Android System WebView on your phone, tap the option in your search results and then tap Install. ..
This application is not available on Android OS 4.4 or earlier.
Step 3 – Update and enable
Android System WebView is a web browser that you can use to view the web. To check this, go to Application Manager in your Settings menu and select All apps for a list of all the apps on your phone. Select Android System WebView and if necessary tap Enable to run the application. But if it says Disable, it means the app is already running and you don’t need to do anything else.
